Steps:

  1. Go to X-ray Hideout

    1. Press on the white stack of papers

    2. Message Board in Agency Bunker now says:

      Message Sent

  2. Go to the Barn
    1. Go Upstairs and look at the post closest to the entrance and you will see a button - click it

      1. TS LVL 1 Authorized

      2. Bunker Message now reads:

        TS [LVL 1] Permissible
